Election day is drawing near in Canada. Much of the ruling Conservatives' platform is inspired, if not directly lifted, straight from the Republican party south, as is their campaign strategy.

A main Tory plank is the party's so-called Law and Order agenda. It proposes the usual "tough on crime" rhetoric, but beyond that includes: real measures to expand jailable offenses; making early release and parole more difficult; and constructing new prisons across the country to warehouse what promises to be an exploding number of incarcerated Canadians.

Even as these policies are being reviewed, revised, and reversed from where they arose in the Land of the Free, the Harper government is intent on importing and implementing them whole cloth to Canada.

And; despite the late-coming Spring weather, tourist season has begun again in Victoria, bringing with it this year's fleet of cruise ships. It's controversial where ever this industry shores up, and Victoria is no exception.

Dr. Brian Scarf is an professor of Economics here at UVic, and is the lead author of a 70-plus page report facilitated by the James Bay Neighbourhood Association, titled, 'Victoria as a Port-of-Call: the Costs and Benefits of Cruise Ship Visits.' It's not the first time the JBNA has weighed in on the issue. As the beach head community for hundreds of annual moorings, James Bay bears the brunt of environmental effects caused by the titanic ships, and the burden of massively increased traffic flow through its mainly residential streets. Dr. Scarf is also president of Brimar Consultants Ltd., a business and economics consulting company here in Victoria.
