COMMUNITY RALLY TO SCRAP RACIST BILL C-50!

Recently the Conservative government introduced a series of amendments to the Immigration and Refugee Protection Act buried in Bill C-50, the budget bill.
This undemocratic move sneaks in critical changes to immigration policy without proposing any of those changes before Parliament.
Under the proposed changes, even if someone meets the necessary- already stringent- criteria for a visa (such as permanent resident, visitor etc), the Minister can reject the application without any Court review.
The Minister will also have the power to issue quotas and restrictions on the category (including Family Class and Economic Class immigrants) and country of origin of people. Humanitarian and Compassionate applications no longer have to be examined if the applicant is outside Canada.
Finally, the Minister will have the power to decide the order in which applications are processed, regardless of when they are filed.
These sweeping changes will give enormous and arbitrary powers to the Minister around application processing, while perpetuating a racist and anti-poor agenda of setting immigration agendas based on 'labour market needs'. The government is stating that these measures are a solution to the growing backlog by essentially giving the Minister and her department the power to kick people off the backlog/waiting list.
The major lobby for Bill C50 comes from employer organizations and business lobbies who want immigration policy to meet labour market needs, meaning immigrants are disposable other than their value as cheap labour.
These proposed legislative changes come in the context of a global capitalist and nationalist reinforcement of labour flexibility as the guiding principle of immigration policy, where migrants are only as valuable as their labour. In conjunction with the Security and Prosperity Partnership Agreement, it is clear that the priorities will be relatively wealthy people applying under the skilled worker program and investor classes, as well as increasingly vulnerable temporary migrant workers.
The Conservative government says they are "welcoming record numbers of newcomers", however the reality is that the percentage of permanent residents is decreasing while there is an increase of vulnerable temporary migrant workers without basic rights. Such 'categories' of workers will be favoured for "priority processing" at the grave expense of family class, refugees, and other 'undesirables'.
This commodification is taking place in an increasingly racist and hostile climate to immigrants, who are perceived as security threats, backwards, too accommodated etc.
In respose to an overwhelming negative reaction to these amendements, the Immigration Minister has recently been forced to attempt to spin these regressive changes, including launching a intense advertising campaign only in ethnic media to help get the bill through second reading within the next few weeks!

Con la propuesta ley C-50, el gobierno canadiense quiere hacerlo aun mas difÃcil para los emigrantes entrar en Canadá.
De partida, rechazamos el pensamiento que algunos emigrantes valen más que otros. Nosotros creemos que el movimiento libre de las personas es un derecho humano fundamental y luchamos por un mundo en que nadie está forzado a migrar contra su voluntad y en que la gente puede mudarse libremente para poder vivir y crecer con justicia y dignidad.

? QUÉ ES LA LEY C-50?
En marzo de este año, el gobierno conservador de Harper introdujo una serie de cambios al Acta de Inmigración y Protección de Refugiados (IRPA, por sus siglas en Ingles) bajo la llamada ley C-50 - como un propuesto cambio del presupuesto federal. Asà el gobierno está tratando de implementar grandes cambios en la ley inmigratoria sin tener que proponerlos ante la cámara de diputados.
La ley C-50 dejará al ministro de inmigración el poder de rechazar
arbitrariamente una solicitación de inmigración a pesar de que la persona esté calificada para inmigrar a Canadá según los criterios establecidos que ya están muy limitados.
La ley C-50 dejará al ministro de inmigración el poder de restringir las cuotas de nuevos inmigrantes según la categorÃa y paÃs de origen de la persona.
Además, la ley C-50 dejará al ministro de inmigración el poder de
controlar cuando una demanda de inmigración está revisada y dar prioridad a gente que el gobierno Canadiense valora más según la mano de obra requerida en el paÃs.
La ley C-50 dejará al ministro de inmigración el poder de guardar,
devolver o simplemente rechazar una solicitud de visa.
Estos cambios dramáticos darán un poder inmenso y arbitrario al ministro respecto a las solicitudes de inmigración. Resultarán en el empeoramiento de un sistema de inmigración que ya esta sostenido por el racismo y una discriminación obvia contra los pobres - un sistema basado en las necesidades del mercado por una mano de obra barata.
El gobierno pretende que estas medidas son una solución al problema de la creciente lista de espera de solicitudes de inmigración - dando al ministro el poder de sacar gente que está por años en lista de espera.
La exclusión de inmigrantes basado en s u paÃs de origen no es nada nuevo en Canadá. La ley C-50 reproduce las polÃticas inmigratorias abiertamente racistas que siempre han existido en Canadá tales como la ley de Exclusión de Chinos de 1923, la ley de 1911 que negó la entrada a emigrantes "negros", la polÃtica de disminuir la entrada de refugiados judÃos durante la segunda guerra mundial mientras que se estaban huyendo de la persecución en la Europa ocupada por los Nazis y el internamiento de los japoneses en Canadá durante la segunda guerra mundial.
Estos cambios legislativos propuestos vienen en un contexto del
crecimiento de la flexibilidad laboral empujada por el capitalismo global y la construcción del estado - las fuerzas detrás de estas polÃticas inmigratorias. Básicamente vivimos en un contexto donde los emigrantes solo tienen el valor de su fuerza de trabajo.
También quieren decir que la gente que no está valorada por el mercado canadiense actual no es bienvenida - discriminando contra la gente pobre, los ancianos, los niños, gente con problemas de salud, incapacidades fÃsicas y los llamados trabajadores "sin especialidad alguna" (mayormente mujeres). De hecho la más grande fuerza detrás de estos cambios son las
organizaciones de empleadores y los capitalistas.
