Harmonizing U.S.-Canada Security Interests

Strengthening U.S.-Canada Security Interests in North America and Around the Globe

The U.S. and Canada recently signed several bilateral agreements that will further strengthen continental security and defense cooperation. Deeper military integration between both countries is part of efforts to establish a North American security perimeter and better address common global threats.

Following the recent Permanent Joint Board on Defense (PJBD) meeting which took place in Ottawa, the Commander of Canada Command, Lt.-Gen Walter Semianiw and the Commander of North American Aerospace Defense Command (NORAD) and United States Northern Command (USNORTHCOM), Gen. Charles Jacoby, Jr. signed three military documents.
 
The first was the Combined Defense Plan which a backgrounder described as a, “planning framework between Canada Command, its counterpart USNORTHCOM, and NORAD for enhanced defense cooperation between Canada and the U.S. should governments require each other’s assistance.” The second is the Information Sharing Memorandum of Understanding, “an arrangement between Canada Command, its counterpart USNORTHCOM and NORAD to identify and provide for ease of sharing information amongst the three organizations.” The Civil Assistance Plan, which was originally signed in 2008 and allows the armed forces of one nation to support the other during an emergency was also renewed for two years.

The New York City Police Department is under mounting criticism after police shot dead an unarmed teenager inside his own home. Eighteen-year-old Ramarley Graham was shot at close range in his parents’ apartment in the Bronx after being chased into the house by narcotics detectives. Police said they found marijuana in the home and think Graham may have been trying to flush some down the toilet.
 
The NYPD is coming under criticism not only for shooting Graham, but also for its broader stop-and-frisk policy, which critics say disproportionately targets people of color. On Monday, about 500 protesters rallied in the Bronx to condemn the police treatment of black youth. We speak to Jamel Mims, an organizer with the Stop Mass Incarceration Network, which is working to end the practice of "stop and frisk," and Nicholas Peart, who is serving as a witness in a federal class action lawsuit challenging "stop and frisk" as racist and unconstitutional.
 
 
 

Guests: Nicholas Peart, wrote a piece in the New York Times detailing his multiple experiences being stopped and frisked. Peart is a member of the Brotherhood/Sister Sol, a community organization in Harlem. He is also serving as a witness in a federal class action lawsuit filed by the Center for Constitutional Rights against the New York City Police Department to challenge the stop-and-frisk policy.

Jamel Mims, organizer with the Stop Mass Incarceration Network, which is working to end the New York City Police Department’s practice of "stop and frisk." He was arrested last October for engaging in nonviolent civil disobedience by blocking the entrance to a NYPD precinct. Mims was again arrested in November in Queens for nonviolently blocking the police precinct where Sean Bell was killed.

For progressives and populists around the country who take an interest in Congressional races there are always a few good challengers we might hope to send to Washington.  Incumbents, we assume, can take care of themselves. 

But in Northern Ohio, redistricting has thrown two incumbents into one district.  It's a heavily Democratic district created purposely to guarantee a number of other districts to Republicans.  The incumbents are both Democrats, both white, both 65, and many imagine that they do similar work in Washington.  In fact, they could not be more different.  One of them does tremendous good for our national politics, working to move our government in a better direction from inside it, just as the rest of us do from the outside.  We cannot afford to lose him.  We would be obliged to work for his reelection even if his opponent were far above average.  The record suggests something else.

A useful example to highlight the contrast between Congressman Dennis Kucinich and Congresswoman Marcy Kaptur is found in the funding of wars.  Between 2001 and 2009, Congresswoman Kaptur voted for $545 billion in war funding, voting Yes over and over again for Bush's wars.  Congressman Dennis Kucinich voted for a total of $17 billion. You know you live in a police state when the president allows the military to continuously harass a prisoner against whom no crime has been proven by interrupting him every five minutes of the day to ask him, “Are you okay?” and forces him to stand to attention naked at roll call. What it can do to one man it can do to every man.

You know you live in a police state when said prisoner is barred from exercising in his cell and told where he may and may not put his hands when he goes to sleep at night. Only a police state would dictate how an individual can sleep.

You know you live in a police state when the government punishes, rather than honors, whistle-blowers who reveal its crimes such as the U.S. massacre of civilians in Baghdad that PFC Bradley Manning exposed.

You know you live in a police state when wardens force pregnant women prisoners to deliver their babies while in chains. (Not exactly “the new birth of freedom” of which Abraham Lincoln spoke.)

You know you live in a police state when the president orders the assassination (i.e., murder) of American citizens without bothering to arrest them and bring them to trial.

Canada PM Harper Draws Up Tar Sands "Adversaries" List

Confidential federal tar sands strategy targets aboriginal and green groups
25 January 2012 (Toronto) – As controversy increases over the Harper government’s attacks on environmental groups, Greenpeace Canada today released internal government documents obtained under Access to Information legislation showing that the Harper government has explicitly identified environmental and aboriginal groups as “adversaries” in its strategy to increase tar sands exports.
 
“This government established a list of enemies nine months ago and has since launched a public attack on environmental and aboriginal groups that are raising concerns about the environmental and social impacts of the tar sands,” said Keith Stewart, coordinator of Greenpeace Canada’s Climate and Energy campaign.
 
“Rather than dealing the devastating impacts of the tar sands, the Harper government is working with the oil industry to silence their critics.”
 
The March 2011 “Pan-European Oil Sands Advocacy Strategy” prepared by the federal government to undermine support in the EU for cleaner fuels legislation lists “National and European level Politicians (especially from the ruling and influential parties)” as a primary target.
 
The strategy document, obtained by the Climate Action Network under Access to Information legislation, identifies the government’s “adversaries” as Canadian NGOs and environmental organizations, Aboriginal groups, competing industries and media in Europe (although the type of media seen as an adversary is redacted).

On April 10, 2002, then British Prime Minister Tony Blair told the House of Commons, “Saddam Hussein's regime is…developing weapons of mass destruction, and we cannot leave him doing so unchecked.”
 
A year later, Blair, enthusiastically joined a US-led coalition that launched an illegal war against Iraq. Their hunt for weapons of mass destruction was futile because no such weapons actually existed. The Iraq Survey Group, a 1,400 strong member organization set up by the CIA and the Pentagon, made every attempt to prove otherwise, but only came back empty-handed.
 
In its final Duelfer Report, released in September 2004, the group “found no evidence of concerted efforts to restart the [nuclear] program.”

Dershowitz wrote last week, “in a recent post, Atzmon said that he would be willing to play alongside David Duke. What a duet!”
 
This little insignificant anecdote brought a smile to my face because in my text I was actually positively considering joining a new healing musical adventure along together with Alan Dershowitz on tuba and David Duke on trumpet.
 
Here are my words;
 

 “I really do not understand why Alan Dershowitz believes himself to be morally superior to Duke.  Dershowitz is a Zionist Jewish supremacist, he is a world leading advocate of a racist and expansionist ideology, namely Zionism. And yet, I wouldn’t say NO to an invitation for a musical gathering along together with Dershowitz on tuba and Duke playing the trumpet, just because I believe that music brings people together.”

"There is not much profit to be made by big pharma from a highly effective malaria vaccine of practical use for African sufferers...they [Big Drug$) are fiendishly clever at exploiting any and all opportunities to reap big benefits."

"The poorly performing malaria vaccine RTS,S, created by GSK with a healthy infusion of funds from the Gates Foundation, is being tested in Phase III trials in Africa now. Including many thousands of African infants."

"will not profit from RTS,S. However, RTS,S is injected along with a new GSK adjuvant called AS01."

"will make vast sums from the new adjuvant, the testing of which is being piggybacked on their altruistic malaria vaccine (which, incidentally, is virtually entirely ineffective without AS01)."

So the Gate$ Foundation is giving Big Buck$ ($400 million and counting) to Big Drug$/G$K to develop a vaccine against Africa’s number one killer, malaria.
